Sealed Bids for the construction of the Maury Service Authority - Route 11 Waterline Improvements project will be received by the Maury Service Authority, 130 Osage Lane, Lexington, VA 24450. Bids will be received until December 10, 2024, at 2:00 p.m. local time, and shortly thereafter the Bids will be opened and read aloud in the Maury Service Authority Lexington Water Treatment Plant Conference Room. The Work includes installation of approximately 650 linear feet of new 12-inch water main and approximately 3,300 linear feet of 16-inch replacement water main in Lexington, Virginia. Bid shall be on a firm unit price basis for each of the Bid Items identified in the Base Bid Schedule of the Bid Form. The Total Base Bid Price will be the cumulative sum of the extension of the bid quantities times the unit prices for each bid item. The Contract Documents and all addenda must be obtained from the Owners eVA procurement site. Bidders are required under Section 54-1.1112 of the Code of Virginia to show evidence of Certificate of Registration before their Bid may be received and considered. The Bidder shall place on the outside of the envelope containing the Bid, the information required by the Instructions to Bidders. The qualifications, resources, and experience of the Bidder in the area of water line installation are essential for timely completion of this project. Qualification of Bidder shall also be in accordance with Article 1.3 of the Instructions to Bidders. Further, the Owner may make such other investigations as he deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Work contemplated therein. Owner reserves the full and unconditional right to waive irregularities and to reject any or all Bids. The Successful Bidder shall be determined on the basis of the lowest, responsive, and responsible proposal in accordance with the Instructions to Bidders. The Contract awarded under this Invitation to Bid is expected to be funded in part from the Virginia Department of Health (VDH) - Drinking Water State Revolving Fund (DWSRF). VDH DWSRF requirements are included in the Instructions to Bidders and the Supplementary Conditions and are a condition of this Contract. The contractor is required to abide by Build America Buy America (BABA) and/or American Iron & Steel; and Section 70901 or P. L. 117-58 of the Bipartisan Infrastructure Law, 2021 requirements, if applicable. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. No Bid may be withdrawn for a period of 60 days after the date of bid opening except in accordance with Section 2.2-4330 of the Code of Virginia, as amended. The Owner, as Contracting Authority,has selected the first procedure for the withdrawal of bids as set forth in the section of the Code as cited above. In accordance with the Code of Virginia, Section 2.2-4343.1, the Owner does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law.
