Sealed Bids for 2023 RT. 60 PAVING PROJECT.
Sealed bids will be received by the City of Buena Vista, 2039 Sycamore Avenue, Buena Vista, VA 24416, at or before 3:00 p.m., local time, on December 18, 2023, at which time all bids received will be publicly opened and read. Bids received after 3:00 p.m. will not be accepted or considered.

Beginning on November 17, 2023, Bid Documents may be purchased for $50.00 each set (nonrefundable) from A. Morton Thomas & Associates, 2815 North Augusta Street, Suite C, Staunton, VA 24401, telephone (540) 248-1273. Checks for the Bid Documents should be payable to A. Morton Thomas & Associates. Provide a separate payment by check of $15.00 (non-refundable) per set if shipping is required, payable to A. Morton Thomas & Associates. Cost includes first-class postage or equivalent only.
All Contract Documents prepared and/or furnished by the City shall be the exclusive property of the City of Buena Vista, Virginia, and shall not be used for any other project(s). Each bidder is solely responsible for ensuring that such bidder has the current complete version of the Bid Documents prepared for the project, including any addenda issued by the City, before submitting a bid.
A mandatory pre-bid conference will be conducted on Monday, November 27, 2023, at 1:00 p.m., local time, at the Public Work Department - 2735 Allegheny Avenue, Buena Vista, Virginia 24416, downstairs.
Bidders and all subcontractors are required to comply with all applicable city, state, and federal laws, ordinances, and regulations; and are required to be properly licensed under Sections 54.1-1100, et seq., Code of Virginia (1950), as amended. Bidders shall deposit with their bid a Bid Security executed in the amount and form stipulated in the Instructions to Bidders.
The City expressly reserves the right to cancel this Invitation for Bid and/or reject any or all bids, to waive any informality or irregularity in the bids received, and to accept a bid from the lowest responsive and responsible bidder. To determine the lowest responsive and responsible bidder who may be awarded a Contract for the Work, the criteria set forth in or requested pursuant to the Instructions to Bidders or in the Bid Documents may be considered. By submitting a bid, each bidder agrees that this is a solicitation of bids and each bidder agrees to be solely responsible for the cost or expense of its bid and the City shall have no responsibility for such costs or expenses.
Bids may not be withdrawn for a period of sixty (60) calendar days after the opening of bids unless the bid is substantially lower than the other bids because of a clerical error as defined in Section 2.2-4330, of the Code of Virginia (1950), as amended. Pursuant to Section 2.2-4330 (B)(1), the bidder shall give notice in writing and shall submit the original work papers with such notice to the City of its claim of right to withdraw the bid within two (2) business days after the opening of bids.
It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSDs website ( http://www.SBSD.virginia.gov) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub contractors/sub consultants. The contractor/Sub contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is 2%.
The Successful Bidder shall comply with the Code of Virginia nondiscrimination provisions of Section 2.2- 4311 and the Drug-free workplace provisions of Section 2.2-4312. Pursuant to Code of Virginia, Section 2.2-4343.1, be advised that the City of Buena Vista does not discriminate against faith-based organizations.

NOTICE OF PUBLIC HEARINGS
Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearings will be held by the Rockbridge County Board of Supervisors on Monday, November 27, 2023, at or after 6:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following applications:
1) USS Hilltop Solar LLC c/o Environmental Resources Management Inc., 919 East Main Street, Richmond Virginia, 23219 has made an application for a Special Exception Permit to develop a 3.00-MW (AC) solar project. The property is identified as 331 Lloyd Tolley Road, Natural Bridge Station, Virginia 24579 and is located on the west side of the intersection of Lloyd Tolley Road (Route 773) and Gilmores Mill Road (Route 708). The property is owned by Douglas E. and Joan E. Bradford Trustees, 331 Lloyd Tolley Road, Natural Bridge Station, Virginia 24579, and is further identified as tax map number 113-5-D. The property is in the Agricultural and General Uses (A-2) Zoning District and the Agricultural Transitional (A-T) Zoning District. 2) PFJ Southeast LLC, PO Box 54710, Lexington, Kentucky, 40555 has made an application to amend the conditions of the current Special Exception Permit to expand the existing garage associated with the truck stop on the property. The property is identified as 711 and 713 Oakland Circle, Raphine, Virginia 24472 and is located on the west side of the intersection of Raphine Road (Route 606) and Oakland Circle (Route 917). The property is owned by PFJ Southeast LLC and is further identified as tax map number 28-A-14C. The property is in the General Business (B-1) Zoning District. Per section 605.03-18 of the Regulations, truck stops, truck terminals, and truck relay stations are a use by special exception in the B-1 District. 3) Virginia Electric & Power Company DBA Dominion Energy Virginia, 5000 Dominion Blvd, 3rd Floor SW, Glen Allen, Virginia 23060 has made an application for a Special Exception Permit for the storage of materials and equipment in Zone AE Hatched (Floodway) of the Special Flood Hazard Area. The Town of Glasgow Planning Commission & Town Council will hold a joint public hearing at the Glasgow Public Library at 1108 Blue Ridge Road Glasgow, Virginia at 7:00 p.m., Tuesday, December 12, 2023, to consider the following:
An update to the Town of Glasgow Comprehensive Plan in its entirety including History, Natural Features, Government Structure and Finance, Demographics, Economy, Housing, Transportation, Existing and Future Land Use, Community Services and Infrastructure, Roadway Inventory, Open Space Plan, and graphics and maps.
Any person desiring to be heard in favor of or in opposition to the request is hereby invited to be present at the public hearing. Those citizens with special needs are asked to contact Town Administration at (540) 258-1325 at least 5 days prior to the hearing.
